Lance Briner

Assistant Property Appraiser

Lance started his career at the Alachua County Property Appraiser’s Office as a Residential Appraiser before moving to the Commercial Department where he was responsible for valuing large income properties. In 2020, Lance earned his Remote (Drone) Pilot license becoming the office’s inaugural drone pilot and became the first person in the office’s history to earn an International Association of Assessing Officers (IAAO) Instructor designation. In 2021 he became a Lead Value Appraiser and continued his education as one of four people in the country to earn a Certified Assessment Evaluator (CAE) that year. The CAE is the highest designation IAAO offers. Lance completed his CAE in the shortest time allowed. Lance was promoted to his current position, Assistant Property Appraiser, in 2021 where he uses his experience from the Alachua Property Appraiser’s Office and prior life experience including the U.S. Navy to serve the office. Lance is a servant leader who oversees staff, provides guidance, assists the property appraiser, and more.

Toby Foster

Director of Valuation

Toby started his career in property assessment with the Monroe County Property Appraiser’s office in 2001 as a residential appraiser where he earned his Certified Florida Evaluator (CFE) designation. Toby made the move to Alachua County and started with the ACPA as a commercial appraiser in 2013 where he was quickly promoted to Director of Real Property (Commercial and Residential). Toby was then promoted to his current position, Director of Valuation in 2019 where he uses his twenty plus years’ experience in property assessments to lead a team of over fifteen staff which are involved in field appraisal for residential and commercial, analysis and compliance, Value Adjustment Board (VAB) hearings and overseeing the certified Tax Roll.

Chris Cao

Director of Residential and Commercial

Chris began his career in property assessment as a commercial appraiser with the Miami-Dade County Property Appraiser in 2001. In 2007, Chris made a move to this area where he started working for the Alachua County Property Appraiser as the Commercial Department Director. He has over 20 years of real estate appraisal experience in both the private and public sector, as well as real estate sales, leasing, and property management experience.  Chris is now the Director over the Residential and Commercial Appraisal Departments. Chris helps lead his team in property assessments and Value Adjustment Board (VAB) hearings which are among some of his responsibilities.

Dan Marvel

Director of Customer Service & Exemptions

After attending the University of Florida, Dan has spent his entire career here at the Alachua County Property Appraiser’s Office. He was originally hired in 1976 as a Field Appraiser where he worked his way up and became the Director of all the field appraisers in the mid 80’s. He gained experience with agriculture properties and was then promoted to the Director of Appraisal Services in 1995. The name of his department now is Customer Service and Exemptions where he still serves as the director. While working at the ACPA, Dan has earned his Certified Florida Evaluator (CFE) designation and led the transition of what was a few dedicated staff in the office to  a nine member team  that handles 85% of all customer interaction with the ACPA office.

Chris Ringerberg

Director of Tangible Property/Comptroller

Chris earned his Bachelor’s degree in Accounting from Western Illinois University and later earned a Master of Business Administration degree from Webster University in St. Louis, Missouri. The beginning of his career has been involved with key roles in accounting and operations in both large and medium sized national privately held corporations throughout the Southeast United States for the last thirty plus years. Chris came to work at the ACPA as a Comptroller/Director of Tangible Personal Property in 2019 where he leads a team of six highly trained staff in dealing with TPP accounts where he also oversees the budget and payroll.

Bill Harlan

In-House Counsel

Bill grew up in Gainesville and graduated from the U. S. Military Academy at West Point and Duke Law School.  After service as a cavalry troop leader and staff officer in the 82d Airborne Division, he became  a Judge Advocate General’s Corps attorney and served in two overseas Army assignments and posts in six states, including in the Pentagon and for the White House Military Office, retiring as a Colonel in 2000. Returning home, Bill worked with the Alachua County Attorney’s Office for 16 years before joining the Property Appraiser’s Office as in-house counsel in 2019. He is involved in employment matters and exemptions disputes, Value Adjustment Board (VAB) hearings, general ACPA litigation and a variety of other staff legal questions and concerns.

Tracy Bayles

Director of GIS/Title

Tracy started her career here at the Property Appraiser’s office shortly after graduating high school as a mapping clerk in 1985. She was then promoted to the G.I.S. Department where she continually gained experience and was named the Director of G.I.S. in 2001 where she is employed now. Tracy has over 35 years of experience involved in mapping, G.I.S. and Title. During her employment, through coursework and continual education, Tracy earned her Certified Florida Evaluator (CFE) and Certified Cadastralist of Florida (CCF) designations. Tracy oversees a team of Title and G.I.S. analysts that work on ownership transactions and property location for the county’s 110,000 plus parcels, address changes and more.

Logan Couch

Director of Technology

Logan is responsible for overseeing the infrastructure of technology operations including desktops, servers, applications, programming, licensing and compliance, public website, network services, security, and geographic information systems support. Logan has been with the Property Appraiser’s Office since 2000. Logan leverages over 40 years of computer experience spanning public, private, and academic sectors and has served in numerous technical roles. He holds a Bachelor of Science in Human Environmental Sciences (Architectural Studies) from the University of Missouri.
